Storm window too small for track

The prior owner of my house installed storm windows. I'm not sure when they were installed but two of them have a problem. The storm window is too small and doesn't connect to the track.

In the picture:

1 = screen insert

2 and 3 = glass insert

The screen insert has closer contact to the track, but still falls out. The window inserts are clearly sized wrong. The prior owner tried to rig this and probably never opened the window based on the condition of the sill.

Is there anything that could help me close this gap or do I need to purchase new window inserts?

Thanks for reaching out! A few ideas come to mind. 

1. You could remove the screws along the sides of the main frame from the outside to see if you can pull the main frame track closer together to meet up with the storm panes. 
2. Try to find a type of nylon straw or tube to go on the end of the top corner tilts to increase the length of the tilt pin.
3. Check the other windows on the house to see if there are other storm panels that you can swap out to fit this window. 

Unfortunately, I am not sure that you will be able to find a new storm window supplier. Many companies are discontinuing storm windows and pushing for the newer Vinyl windows with insulated glass, which do not have a  need for storm windows.
