See either our 39-253RB or our 39-439. The difference between these two operators is illustrated in the video below. For a new cover and handle, the 39-376 or 39-452 will work with either operator.

I am afraid when that spline snaps, it's indicative that the entire operator has broken down and should be replaced. See if one of the suggestions mentioned above could work for you.
