You weren't kidding, this is definitely an unknown part. I've never seen it before. Can you tell me what the function of this part is, exactly? Could this just be one bit off of a larger mechanism, or is this all there is? Could I see a picture of it installed?

A quick learner from Florida says:

There is a small pin on the moving window that is pulled up into this hook. When closed the window is secured at the top by the hinge and in the middle by the pin being pulled up into the hook.

The parts that your web page displays shows my plastic part with out the hook. Item Number 36-018B. It might be possible that it is no longer one piece and now the hook is separate from the hinge point.
