There is no existing hardwear

A contractor from Santa Rosa CA says:
The windows in question have an opening that is not high enough from the finished floor. The building department says that is a hazard for children who could fall out. The building department is requiring a device that limits the opening so as to prevent a child from falling out.
At the same time, the window is a fire exit so the device has to be such that an adult can open the window to fire exit standards.
Does your company carry such divices?

Hello,

If this is a casement window, see the 39-398 sash stop device. We also carry the 26-387 used for hung and sliding windows. Take a look and see if one of these options might work for your application. 

Note that the 26-387 has a quick release to open the window fully, while the 39-398 anchors to the sash and window sill with screws. Thanks for posting.
