This goes into the vinyl window frame.
The holes are for screws.
This is for the balancer on a single hung window

Thanks for your post! Our 26-226 Pivot Bar is not an exact replacement match for your pivot bar but I believe it could work for your repairs. To confirm, you'll need to look over the dimensions and compare them.
You'll especially want confirm the placement of the installation holes. So long as one of them is a match, this should work well for you repairs.
