This screw/ferrule is the issue

A quick learner from Alaska says:
The ferrule acts as a bearing that the hole in the end of the arms attached to the bottom of the window rotate around. The ferrule is broken so the arm attachment point is loose and gets hung up on the broken ferrule and you can't get the window closed without a lot of manual manipulation. The screw size is a 10/1. It has a strange stainless steel washer, a Teflon flat washer and the steel ferrule(bearing) which fits in the hole of the armature ends. Please help!

Hello,

Your photos resemble the 39-091 and 39-092 Short-Arm Roto operators. Please note that the long bracket arm that connects the short arm of the operator to the window was discontinued by Roto, along with many other parts that they once manufactured. 

Unfortunately, we do not carry the ferrule that you're looking for but you may want to take the original to a local hardware store to see if they can supply or help you find a replacement. I'm sorry that we won't be able to assist with this repair but please let us know if you have any other hardware questions. Thanks for posting.
