Tie Bar Guide

A home owner from Bloomfield Hills, MI says:
I have tie bar guides 39-448 that have broken. They were installed from the frame, probably because there is too little space for a screwdriver to be used from the window opening side. Please advise how to replace them.I am uploading a picture of one of the broken tie bar guides.
