Tilt holder and balances are broken

Question

Here are pictures of the balances. They are both broken. I need to replace the balance and the tilt mechanism. I also dont know how these are installed. There is no obvious gap along the jambliner where these can be removed and replaced. Could it be in the sill - if so any thoughts on how to dismantle this? thank you
