I NEED YOUR HELP TO IDENTIFY THIS PART FOR MY TILT VUNYL WINDOW.

It looks like just your pivot shoe is broken. See our 15-180 for a possible match. You should be able to re-use your springs, assuming they aren't damaged, but just in case they are you could consider the Series 190 coil balance.
