Tool for removing and charging balancers

I would like to know what is the tool I use to remove and charge a balancer for I think non tilt windows. What is a difference between tilt and non tilt windows?

Addition to my first post. I am able to remove my window by removing it from the pivot shoe and tilting it inwards but I am not able to tilt the window in or swing it out for use. The only direction I can move the window is up and down I believe it is called a single hung sash window. So what type of a spiral balancer will I need? A non tilt or tilt window spiral balancer?

For tilt windows, see our 75-006 charging tool. This is what we use. As for the difference between a tilt and non tilt window, it's pretty self explanatory: a tilt window tilts in to remove, a non-tilt window does not. If you have a pivot shoe, odds are you have a tilt window.
I'm not sure why it won't tilt in. Are you making sure to raise it a few inches before you do so? You get a lot of resistance tilting a window in while it's closed, and this can even break the pivot shoe.
