Torn: where window balance screws into

A quick learner from Harrisburg, PA says:
Hi, we are working on replacing spiral window balances in our tilt windows. Our problem is that the place where the top of the balance screws into the vinyl frame has torn out (this happened on a second window as well).

In this photo the balance and sash stop have been removed, and the place where the balance was screwed into is circled. We weren't sure what to do next - whether we could screw the balance into the higher screw, if we need to replace part of the frame, or if we can insert something else to hold the balance?

Normally, we would suggest the 26-200 screw plug to put in that square hole, but since yours has torn out, our plug won't stay in. That's a problem.

The screw you see above that is the window frame installation screw. I suggest leaving that screw alone, it's not worth messing with. Going back down to the square hole, I recommend using a longer #8 Phillip screw at maybe 1-1/2" long to reach the wood behind the window frame. I also recommend a steel washer to help with the installation of the balance tube. To do that, place the screw through the balance hole and through the washer on the back of the balance. Then screw in the balance. The washer will spread the pressure from the tightening of the screw against the vinyl and hopefully prevent it from cracking further.
