Second, I don't see a cutout in the track of the window to pop out the coil springs. Do I need to buy the jamb spreaders to fix these windows?

Thanks for posting, Ross. We should be able to help with both the coil balance assembly and the tilt latches, which are all generic parts.
The tilt latches are easiest, so I'll start with those. My top recommendation is the 26-243 and 26-244. I feel confident that these will replace your originals, but you should review their specs to confirm.
As for the balance, we only sell the individual components separately. These are not available in kits. With that being said I recommend the 15-087 pivot carrier, 15-086 secondary carrier, and Series 180 coil spring. Note that you only need to replace what's damaged and reuse the rest. The only exception to this is the springs: if one is damaged, you should replace them all.
You don't want to use a 9 pound spring if a 6 pounder is what's required. If your springs are too strong compared to the weight of your sash then you will find your window difficult to close; in some cases the window will even open up on its own. If I were you, I would weigh your sash on a scale to determine exactly what weight you need. You then divide that by how many springs are used to support it; in your case, 4.
So, for example, assuming you have four 6 pound springs then your sash should be 24 pounds. If they're all 9, instead, then you're looking at a 36 pound sash, which is a huge difference.
