Question

I'm not familiar with windows.  Is this apparatus the only thing that holds the window on the bottom?  When remove it I assume I need the window closed and locked  - correct?

If the window does not have a lock on it, the operator is likely to be what is keeping the window closed. That being said, you'd need to examine the window to determine if there is a sash lock.
