Truth casement window hinges

Question

Sirs, I have found many of my hinge pins rusted on the bottom where the window is attached to the black sliding piece. I have mostly 10" tracks, but also 13" and 9-1/2"..

I see stamped numbers 31858 and 30858. When looking them up, they seem to be the same? Are they?

Also, does the crank location determine left or right opening?

Will I need to order top and bottom sets, or can I just order the bottom track that contains the pins in the slider?
