i am converting constant force balances to block and tackle balances. The frame is not prepped to accept a balance screw plug. Is there a apert or a work around for that application?

It's tough to say. Converting balances is always a coin toss. You never know what can go wrong, even if everything fits.
To get started, I'd like to see some photos of your current balance system. I'd also like to see the side of your sash to see if it can accept a channel balance. Finally, give us the height of the sash, the weight of the sash, and the visible glass height.
