Would 59-067 work for a face-glazed storm window with a channel that is only 1/4" deep and 3/32 inch wide?

Hey there. It's tough to say. I'm inclined to think it will be too tight a fit--that 1/16" is non-trivial of a difference. If you do try it and it proves not to work, see our Return Policy here.
