This is located at the Bottom of the bottom sash. It is a type of weather stripping.

I also need one for the top sash but it is a different kind then the bottom sash

Unfortunately, we do not carry replacements for the weatherstripping shown in your photos. If you haven't already, I would recommend reaching out to the window manufacturer directly.
