I have window sash that is 33 high * 31 wide. Weighs approx 17 lbs.Current spiral balance is 3/8 wide by 30inch long. What color tip? Would it better to buy the strongest colored tip for better efficiency?

For your balance I recommend the Green Tip. The Yellow Tip likely will not work for your window at all, as it will be too strong.
