What does this Harvey part do?

A handy person from Belmont MA says:
These are from several Harvey double hung, tilt in windows installed in 1998. They seem to clip down on top of the pivot lock cams in the jambs of each window, on both sides. When clipped on, they seem to hold down the pivot bars when the windows are tilted in for cleaning or removal. But I'm not sure.

Are these essential to the window's operation?

Hello! This looks like a match for our 15-056 pivot retainer. Look it over and let me know if you agree.

As for whether or not they're essential, not really. They help keep the balance attached to the pivot shoe but aside from that the window can still function perfectly fine without it, in my experience.
