What is the larger piece of hardware this window handle goes to?

Question

Part says "TRUTH" with an upward arrow near where it broke off.  This is the handle for a sideways window crank to open and close the window.  I'd like to replace the whole hardware piece, of course, but can't figure out what it attaches to.  There are no markings or words on other parts of the piece this goes to.
