What is this called and are they still available?

A home owner from South Carolina says:
I just bought a house that was built in 1958. Most of it is original. I have a lot of windows with these and many are broken. The windows are actually painted shut ? and apparently people tried to force them open using these operators. I'd want every window to have the same hardware old or new.
