All I know is the customer stated it's used to hold the spring for a window. The window in question is several decades old.

I believe it's part of a window balance as well. He sent more pictures of the window itself but I'm not sure how much information it will provide.

It's tough to make out the details of the top sash guide shown in your last photo but it does remind me of the 18-091. Take a look and compare the specifications below to determine if this could be the part needed for your customer's repair.
