The size of 10-109 appears to be perfect but I only need the wheel. Can I remove the metal threaded bolt portion from the wheel?

I don't think that axle is removable without irreparably damaging the wheel. However if you need to fix this filing cabinet, then it may be worth a try to find a way to install this without disassembling it.
