Thanks for reaching out to us! This looks like a folding handle. The 39-205 comes to mind. This is designed to fit an 11/32" spline. Take a look at the specifications and see what you think.

The crank I have broke as shown in photo one what remains is what is in photo 2 - dies that black piece come off or does the crank get added somehow because the crank has a circle and it's smaller then the black piece in photo 2- how do I install the crank if the black piece is there and can't be removed

The black piece shown in your second photo can be removed so that you can install the new handle, yes!

How do you remove the black piece in the second photo? The little pin slides out but how does the black piece come off?

It should just pull off as they're usually pressure fit. If it doesn't, look for a set screw underneath the black piece. You may need to unscrew that first if there's one.
