Which rain seal would work?

I have constant rain intrusion with these casement windows, which the previous homeowner identified as Pell, but Pella hasn't been able to help me resolve this - yet, and I'm trying to track down a rain seal that would work to install on the sash.

I'm not sure what it is you have. Could you remove a small sample and show us a clear picture of its end?
