Width suggestions for my wool pile

I have a sample from a window that measures about 1/4" wide x 1/4" tall with a fin in the middle. I'm not sure if a 9/32 will fit, it was tight pulling the "8/32" piece out. Will a 3/16 base work or will it have too much play? Also will 3/16 height be too short? Please advise. I have 18 windows to redo and want to make sure before placing the order.

If this is for a vinyl window, I'm leading to our 58-022 wool pile. This is very popular for this type of window. The reason you are having a hard time sliding out the old weather strip, may be caused by the notching of the rail to prevent the wool pile weather stripping from sliding out. Carefully use a thin putty knife to open the rail. Hopefully this information will help you.
