We can replace this balance, though it will have to be specially made. Before we begin, can you show me a clear picture of the metal hook or clip at the end of the cord? Can you also tell me how many you need?

I have attached a picture of the hook from another balance. The hook on the balance in question broke in half. I would like to order possibly 3 but can you please let me know the cost and shipping? Also, I'm not very knowledgeable about balances. The window is vinyl but the balance looks to be quite old. Is it possible the balances are older than the window? I'm not understanding why finding a replacement balance has been so difficult.

As for the age of the balances, I can't imagine they'd be older than the window. These balances aren't old, they're just kinda specifically designed.

All new balances come with their own springs. They come fully assembled and ready to install out of the box.
It's not recommended to try to re-use the old ones, or to try to remove them from the old channel. These are under a lot of tension and are riveted in; if you try to remove the old one, you could risk injury.
