I am looking to replace a window balance that is stuck at the bottom of the window. It is for a tilt window. The Balance is white and has a tension string.
The only Marking we see is 28C BSI or 28C 851. The stamps are a bit difficult to read.

I'm afraid I can't identify what you have based on the stamp alone. All that tells me is the length of the metal channel and how much weight it supports. The configuration is unfortunately still unknown.
Your next step should be to remove the balance from the window entirely and show me a clear picture of the top end, bottom end, and whatever clip or shoe is at the end of the cord. Since this is a tilt window, I'll also need to see the pivot shoe. Seeing all these components in undamaged condition would be ideal.
Please let me know if that's possible. Once I have those photos we can work from there.
