Window Casement crank assembly.

Thanks for posting. This looks like the ROTO 39-091 and 39-092 Short-Arm Operators. They work with the 39-224 Crank Handle sold separately. Unfortunately ROTO discontinued the bracket arm that connects these operators to the window sash, so you'll need to reuse your old arms if possible. You also seem to be showing measurements of the window hinge. We don't carry this exact one, but the 10" 36-004-10 might work as a substitute. Take a look and see what you think.
