This is a device that permits the window to roll up and down. When turned, it locks the window in place if lifted. It has two parts; one of the parts has only a half

This is the lower half of a pivot shoe. These are supposed to be one solid piece. It's tough to say what you have without seeing the whole thing, but I wonder if it's our 15-180. Check it out and see what you think.
