Window Sash Lock?

Any help identifying this, I believe it is a window sash lock or maybe a vent. My house was built in 1998 in Fredericksburg Virginia, no identyfing mark on windows. A lot of these are broken off and allowing air to come in the window.
Believe the piece to be 1 3/4 long by 5/16 (outside measurement) and 1 2-16 long by 4/16 (inside)

I believe you measurements should read 1-3/16" X 5/16",. Can you double check? If so, consider our 26-106 vent lock.
