A quick learner from 29063 says:
This is a plastic Vinyl part that is on the inside of the sash. It is cracked and broken and the windows are foggy.

I can't quite make out the profile of your glazing bead, so I'll make some soft recommendations. Take a look at the 55-158-6, used on Rollyson windows. If you can do this, it might be best to draw a diagram showing the shape and dimensions of the glazing. We'd also like to see a photo of how this glazing looks while installed in the sash. Can you get back to us? The drawing would look something like this:
