I am sending this email with attached pictures of two windows that are missing vent locks.

Looks like you need a tilt latch, not a vent lock. It's also very difficult to match a latch to this window without seeing the original. Compare our 26-234 tilt actuator that Repco used to what you have now. Could this work? The dimensions of the "prongs" are essential to match up.
