This device has no markings on it, other than 163 imprint on outer casing.

We'd be happy to look into this for you but the balance shown in your photos is too damaged to identify. To get started, we'd need to see an intact balance removed from the other side or another window to compare to our inventory. Make sure to include both ends and the clip at the end of the pulley cord. Thank you!
