Window balance (non tilt, 1/2' width, 27' height)

Question

I think the metal part and two end plastic plugs are in fine condition but the spring and string inside got cut off.

What should I buy?

Do you guys sell complete assembly for this?

Start by looking at our S385-27 channel balance. This looks similar. It comes with the 19-005 top and 15-004 bottom attachments, so as long as those match you should be okay. I'd also recommend the 2640 option. These balances come fully assembled and ready to install out of the box.
