Window balance part shaped like a U holding a metal cam

The other side of the balance wasn't connected and when I opened the window to fix it, it fell to fast and broke the white plastic piece holding it up.

I believe you have an older Simonton window. This pivot shoe isn't made anymore, but you can use our 15-192 to replace it. Keep in mind, however, that your existing pivot bar is not compatible with the metal cam that comes with our part. You will need to reuse your old metal cam, which appears to be whole and undamaged, fortunately.
