This photo is what I saw when I took the window apart and it is in a vertical position and my assumption is the top portion should connect to the bottom so it will be able to rotate the window,there is the #8 marked on the lower section that is the only mark on this unit.
If you can identify this unit and you have it all together or if it's separated please let me know exactly what I need to order to complete one side of the window.

Hi PH. This looks like a 15-180 Pivot Shoe. This pivot shoe is compatible with our Series 190 Coil Springs. Now, the only real stamp numbers that will matter here are numbers printed on the coil springs themselves. If there are no numbers on the springs, you will need to weigh your window sash. Give us that exact weight, and we'll work out the spring weights you need.
