Window balancer

Thanks for reaching out to us. It's tough to ID missing hardware. If the window brand is the same, odds are the same style of balance is used. Is there an identical window in the house? We can use that as a reference if so. 

If not, can you write out the exact visible glass height for the window sash with the missing balances? We will also require the exact weight of the window sash. 

As for the top sash guide, see the 18-171.

Thanks for waiting! We've determined the length for the replacements will be 23-5/8". The stamp we'll use is 23-2, a pair of balances will support a sash weighing 8 to 14 pounds. 

I'll just need one more detail to get this moving for you. Can you show us a clear and up-close photo of the metal hook attached at the end of the cord?

I'm sorry to hear you're having trouble. Looking closer at the first photo you uploaded, the top sash guide seems very low on the sash. Normally, the top of the guide would line up just under the top of the sash. I think that may be a factor here. I recommend you move the top sash guide to the top of the sash and then try the balance again.
