these are broken in one window. Window does not stay in the clips, clips remain in down position.

I'm afraid I can't determine what you have from these photos. Is the pivot shoe I see in your photos the only thing that has broken, or is it your balance? If it's your pivot shoe, I'll need you to show us a clearer picture of it for us to review. If it's the balance, I will need you to show us a close up picture of the hook, the top of the balance where it installs on the jamb track, and any markings or stamps you see on the balance itself.
