We can supply these, though it would have to be a custom order since this isn't a standard product. They also aren't currently in stock, there would be a lead time of 5-6 business weeks.

Our balances come fully assembled and ready to install out of the box, so it will include the shoe, yes. As for the sash weight, that's already indicated to me by the stamp printed on the metal channel.
Tom, the reason I was asking about the weight of the sash is because the bottom of the sashes blow out. See pictures. If the spring balance are too strong or are the sashes junk to start with? I am going to need a total 30 balances. Can I get a better price for order more? Let me know, thanks for your help.
We could bump you down to the 34A stamp, which carries a little less. It's ultimately up to you. We usually always recommend sticking with what was installed originally, but on the other hand it's entirely possible that the installers put in something that was too strong. That kind of thing is hard to predict. If you do think that the original balances are too strong, I can supply you with the 34A instead.

They both straddle your sash's weight of 20 pounds, so it's a bit of a coin toss. I don't personally think the 34B stamp would be so strong that it would cause the kind of damage you're showing me in your photos. To be honest, I don't think any balance would do that. The balance itself would break before the vinyl window frame if it weren't properly calibrated; the rivets would pop out of the channel or the cord would yank out of the pulley. Those pieces aren't so robust that they'd stay intact while the vinyl cracks. And that's only assuming an extreme variance between sash weight and spring strength. The 34A and 34B support different weights, but it's not that huge.
I guess the question is, did you find that your windows were hard to operate before? Was it specifically difficult to close? If you don't think it was, then I'd stick with the 34B. If, however, you always found that it was a bit of a pain to close the window, like you had to really push down and use both hands, then you might want to consider downgrading to the 34A.
