It looks like you have a 19" long Series 770-19 tilt balance. Please compare what you have with the images on our product page. 

It seems like your balance spring is for a 23 lbs. sash, can you please weigh your sash and confirm this weight? If so you can use spring weight (19E) for a sash weighing between 21-24 lbs.

There are a number of windows in my house with these type of balances. I cannot find replacement balances
