Window broke when I tilted it in to clean

A home owner from Knoxville, TN says:
I'm trying to determine if this part will fix the issue with the window that will now not raise up after this part no longer stays inserted and sliding with the window on one side.

Does this part look broken? Can it be replaced and fix the window? I did notice there was a string or something that keep some kind of pressure or something so the window would slide up and down.
