Window casement/rail

A landlord from Dike, IA says:
Hello, I have got a rotten window casement/rail and want to know what I have for options in order to fix. I would say i need a new operating arm for it for sure, but would like to get by with just replacing the wood on the window if possible. Maybe it is too far gone but am looking for advise/help.
