Unfortunately, we do not carry replacement hinges with a 13" base but we do offer the 36-004-10 with a 10" base, as well as the 36-004-14 with a 14" base. There is a good chance that either option would work as long as you replace the top and bottom hinges at the same time but the range that your window opens may be slightly more or less.
