Hello, this is on a commercial building and it's a single glazed steel or aluminum manual push out casement. I'm not sure if it is broken but when you open the sash, you can't close it without a handle

Your lock is definitely broken, there should be a handle where that hole is.
We sell a few handles that work under similar principles, but before I recommend anything I'd like you to tell me the exact distance between the two installation holes, center-to-center. Please make sure that your measurement is written out in your response; a photo of a tape measure will not be sufficient for our purposes.
