Window not staying open

I have an old window, probably from early 80s that will not stay open. It is not a tilt window. I believe it is missing the balance (?). On both sides. The pics are of similar windows that work properly. The bad window does not have the brown rod that is in the pic. Sorry it's not the best picture.
Any assistance is appreciated
