Window operator

A home owner from Massachusetts says:
This is mounted to the bottom center of my window. I have to remove a wood piece over this operator to remove it. The window is old but in great condition and I would like to keep it. The operator has the number 45002 on the bottom by the screw holes and 30897 on the arm parts.
