Window scissor crank

The window crank is fairly new. However, whoever installed, it did not screw in the cylinder that goes on top of the shaft, before the hand crank goes on. The window will crank out, but without that cylinder lock, it will not retract. I need to see if I can replace the cylinder lock.

Thanks for posting. If I understand right, the gear that the crank handle connects to pops out with the handle, or at the very least does not let you turn the window back in. I'm afraid this part isn't meant to be replaced on its own; when it pops out, or when the operator no longer can crank inwards, its a sign the whole mechanism should be replaced. I believe this operator is either the 39-083 or the 39-140, depending on its wingspan--please compare.
