I believe the hook where the spring attaches to has broken off so the balancer does not work.

The piece you have here is a mounting bracket for a coil balance assembly. To replace yours, you'll need the 16-030 Clear Bracket.

Be sure to take a look at the balance components to determine if they might need to be replaced as well.
