Window that will not stay open

A medal flange used to keep the world die from collapsing back closed. The part is rectangle for 1 3/4 inches and then round for 3/4 of an inch. It is 1/4 inch wide and has two holes for screws. This part sits on the underside of the window facing on each side. The rounded section goes into a plastic receptacle that is positioned in the side tracking of the frame.

Thank you for reaching out to us. I'm afraid we're not familiar with the part you show here. The way you describe it sounds like it could be a tilt latch but I've never come across one like this. 

However, you do mention a plastic housing in your post. May we see photos of that? Photos of it installed may also help. 

This may be a stretch but do you happen to know the make or manufacturer of your window?
